WESTCAPS is now the WEST VALLEY WATER ASSOCIATION (WVWA)!
West Valley Water (formerly known as WESTCAPS) is a collaboration of West Valley municipal and private water providers, along with interested water agencies, working together to develop regional solutions to plan for the future of water in the West Valley. Through our transition to West Valley Water (WVWA), we’re working to refine our mission and goals. Stay tuned!
Our current member organizations include Arizona Water Company, EPCOR Water, and the Cities of Avondale, Buckeye, El Mirage, Glendale, Goodyear, Peoria, Phoenix, Surprise, and Tolleson.
Informally organized in 1997, West Valley Water Association (formerly WESTCAPS) is currently organized through a multi-party agreement which provides our organizational structure, as follows:
- Management Committee provides overall direction and leadership for the organization, consists of a designee from Upper Level Management of each of the member organizations, and typically meets quarterly.
- Planning Committee provides the technical and operational expertise for discussions and planning related to water in the West Valley. The Planning Committee consists of a designated Water Resource Professional from each of the member organizations and typically meets monthly.
- Interested Parties, which consist of water agencies and organizations, and the public are welcome to attend Planning Committee and Management Committee meetings. There is a “call to the public” at each of the meetings to provide time for questions/comments from members of the public who may be in attendance.
- Executive Director, who plans for and coordinates all upcoming meetings and manages the day-to-day operations of the organization.
Our Mission is to develop a cost effective, quality water supply; engage in water resource planning and management; and develop regional partnerships for water in the West Valley.
