WESTCAPS, in partnership with the US Bureau of Reclamation, is conducting a basin study for the West Valley. As part of Reclamation’s WaterSMART (Sustain and Manage America’s Resources for Tomorrow) initiative, WESTCAPS members and interested parties have committed to providing in-kind cost share toward the effort to identify issues and work to developing regional solutions for the West Valley.
WESTCAPS provided a proposal to Reclamation in March 2013 and was notified later that year that the proposal was selected to be included in the WaterSMART program. WESTCAPS members, in collaboration with Reclamation, developed a Plan of Study with general information related to how the study would be conducted, which was submitted to Reclamation in Fall 2013, and approved in Spring 2014.
In June 2014, Jake Lenderking (EPCOR), Lead Party for WESTCAPS, signed the formal Memorandum of Agreement (MOA) on behalf of WESTCAPS. With the assistance of Mitch Haws, Basin Study Program Manager for Reclamation, the MOA was fully executed on July 3, 2014, as the formal notice to proceed for the basin study.
The Basin Study includes an updated supply and demand study; climate change analysis; updated groundwater modeling; updated economics modeling and trade-off analysis and recommendations, incorporated into the following four elements:
1. Projections of water supply and demand, including an assessment of risks to the water supply relating to climate change.
2. Analysis of how existing water and power infrastructure and operations will perform in the face of changing water realities, such as population growth and climate change.
3. Development of options to improve operations and infrastructure to supply adequate water in the future.
4. A trade-off analysis of the options identified, finding and recommendations as appropriate.
